About Us

Starting as a one-man, privately-owned consulting firm in March, 1980, it was our objective to provide the private, commercial, governmental and public sectors with a reliable and effective environmental engineering service. This goal has kept the continuing growth and market stability of our organization, having at present experienced personnel to support broader and highly specialized technical projects.

In January 1986, Chemical and Engineering System Services Corporation (CHES), which does business as Fernando L. Rodriguez, P. E. and Associates (FLRA) was created with the following objectives: to establish a management system capable to handle the development and complexities of FLRA services and to provide a legalized structure to expand our services to the U.S. Mainland, Central/South America and the Caribbean region.

The human resources available within our staff for the performance of these services have varied experience in the management, technical, legal, and operational aspects of environmental control systems, and in the impact of developmental activities on the environment. Our expertise in the environmental control field covers the areas of air, noise, and water pollution, solid/hazardous waste management and control, including safety/industrial hygiene assessments.

Our multi-disciplinary technical/engineering staff also provides expertise in design and construction supervision of wastewater treatment plants, air emission controls, solvent recovery operations, HVAC systems, and associated buildings and structures, including clean rooms and sterile areas as required by federal/commonwealth regulatory requirements.

Since 1990, CHES/FLRA is actively involved in offering accredited trainings and management related projects, in the areas of Asbestos Containing Materials (ACM) and Lead-Based Paints (LBP) management, as required by the local Environmental Quality Board (EQB). A variety of courses are presented to the regulated community affected by the applicable regulations. Participants include governmental, commercial, industrial, consultants and abatement contractors representatives, to which thousands have been trained since the mentioned date. Project involvement includes inspection of designated structures, supervision and monitoring of mitigation projects

Training under Environmental Management Systems Auditing (EMSA) programs. This training is established under the International Standards Organization (ISO), and is required for companies conducting international trading and operations throughout the world. Accredited courses have been offered by Mr. RodrĂ­guez in Puerto Rico, the Caribbean, and various countries in Central/South America, like Chile and Mexico, since 1996.

Our staff is involved with the U.S. Green Building Council (USGBC) - Caribbean Chapter, a professional organization directed to develop LEED compliance design and programs for existing and new building structures in the United States. Also, as members of the Board, our staff is constantly involved in the Solid Waste Association of North America (SWANA) as active members of the SWANA Caribbean-Puerto Rico Chapter. In addition to graduate degrees, our employees are SWANA Certified Professionals in Landfill Operations, Integrated Solid Waste Management (ISWM), Municipal Solid Waste (MSW) Recycling Systems, and MSW Collection Systems.
